East African Legislative Assembly Session Opens in Dar es salaam

The East African Legislative Assembly (EALA) commenced its 1st Meeting of the 3rd Session of the 3rd Assembly Wednesday  afternoon at the Karimjee Hall in Dar es Salaam. The Speaker of the Parliament of Tanzania, Rt. Hon Anna Makinda remarked that Integration was key and called for concerted efforts to ensure it remains people centred.

“I salute the good work of EALA over the last 13 years when it comes to sensitizing the people of East Africa”, Rt. Hon Makinda remarked. She noted that Parliament of Tanzania was committed to the integration process and termed the recent ratification of the Monetary Union Protocol as a unique example and case in point.  The United Republic of Tanzania is the first country in the EAC region to ratify the Protocol.

Rt. Hon Makinda termed some of the engagements with EALA as the Inter-Parliamentary Games and the Inter-Parliamentary Relations Seminar (Nanyuki) series where Tanzania and other legislators engage and exchange ideas on integration. The Speaker noted that Parliaments in the region had established specific committees to address regional integration matters. She however cited the need to forge closer mechanisms between the two Parliaments.

“We need to find ways to strengthen and effectively communicate about integration for the sake of the citizens”, Rt. Hon Makinda stated. She also reiterated that EALA was now a trailblazer in legislative matters in the continent. 

“I am pleased to note that Pan-African Parliament (PAP), Southern Africa Development Co-operation Parliamentary Forum (SADC-PF) and the ECOWAS Parliament are emulating EALA’s modes and its mandate”, the Speaker said. She remarked that Karimjee Hall where the EALA is meeting was historic having being the location where the Parliament of Tanzania held its legislative business until 20 years ago (1995).

In her remarks, the Speaker of EALA, Rt. Hon Dr. Margaret Nantongo Zziwa stated that Parliament had a key role to play in strengthening integration. The Speaker noted that both EALA and Parliament of Tanzania had continued to foster relations.

“I am confident that the Parliaments shall continue to play a fundamental role in strengthening the integration process through the requisite legislative, oversight and representative framework”, Rt. Hon Zziwa said. She lauded Rt. Hon Makinda for her role in guiding Parliament to greater heights.

“Rt. Hon Speaker, your experience in Parliament goes back several years to 1975 when you were first nominated to the House.  When the annals of history are written, it shall surely be recorded that you were at the helm as the first woman Speaker in the Parliament of Tanzania since the first Speakership of Adam Sapi Mkwawa in 1964” Speaker Zziwa said. 

 In one of the chapters, I am sure it shall also be clearly annotated that in the fullness of time, you were part of the leaders who contributed to a new constitutional dispensation” she added.

The two week Assembly expects to debate on the following Bills and reports:

•           The EAC Integration (Education) Bill, 2014 (2nd & 3rd Reading)
•           receive and consider reports from various Committees of the Assembly.  The Reports include that of the Committee on Regional Affairs and Conflict Resolutions and the African Leadership Centre on East African Societies and Regional Security; Report of the Committee on Agriculture, Tourism and Natural Resources on Regional Parliamentarians’ Workshop on Forests and Climate Change and Report of the Committee on Communication, Trade and Investment on the EAC Aviation Sector.  Other reports include that of the Committee on General Purpose on the capacity building workshop on the legislative process of bills, Report of the Committee on Legal Rules and Privileges and the report of the Committee on Accounts on EAC Audit Process.
•           consider Motions and Questions brought before the House.

The Assembly shall also seize the moment to visit various stakeholders and to sensitise citizens.   Institutions to be visited include the Tanzania Ports Authority on August 29th, 2014 and the Taasisi ya Sanaa na Utamaduni – TASUBA (Institute of Arts and Culture) in Bagamoyo on August 30th, 2014. The visits are expected to enhance the collaboration between EALA and the stakeholders in question.

Last week, EALA paid a courtesy call at the IPP Media where Members held discussions with the Executive Chairman and the Senior Management.

CHUO CHA DIPLOMASIA CHAWANOA MAAFISA KUTOKA JESHI, SERIKALINI NA SEKTA BINAFSI

Katika kuendeleza wajibu wake wa kutoa mafunzo ya muda mfupi, Chuo cha Diplomasia kimeendesha mafunzo ya juma moja ya Itifaki na Uhusiano ‘PROTOCOL AND PUBLIC RELATIONS’ kati ya tarehe 18 – 22 August, 2014. ENOC Africa sets for major expansion drive

  
Dar es Salaam. ENOC Africa is planning a major expansion program in Tanzania in the coming few months as a strategy to tap the booming local as well as regional market.

ENOC Africa, a Tanzanian oil company is a joint venture between Petro (T) Limited and Dubai’s ENOC Supply and Trading LLC (ESTC), a subsidiary of Emirates National Oil Company (ENOC) owned by the Government of Dubai.

 “We are planning to invest heavily in Tanzania and the East African countries, beyond between now and next year”, ENOC Africa Managing Director, Mr. Arshid Esmail said.
Under the planned expansion drive, the company, which is actively participating in the Bulk Procurement System (BPS) tenders of white petroleum products through the Petroleum Importation Coordinator (PIC) in Tanzania, will now enter into terminalling and storage facilities while spreading the horizon of their activities in East Africa.

ENOC Africa take note of the steadily increasing trend of economic development of Tanzania and East African region in the next few years, and recognizes the need for state-of-the-art storage facilities, at industry affordable costs for the wholesalers, in the region. 

This dynamic move from ENOC Africa is meant to make sure that Tanzania and its neighbouring landlocked countries have enough reserves even during times of uncertainties in global supply of the products, which will support the country and the wholesale businesses significantly. 

“Our storage facilities will be built across Tanzania, Uganda, Rwanda, Burundi, DRC, Zambia and Malawi as we remain a trusted partner in the response to any urgent crises in fuel shortage while remaining firm on quality assurance of our products,” he said.

ENOC Africa is the first Tanzanian company which has won two competitive tenders in February and July under the bulk procurement system, this year. He said the company relies on its state-of-the-art refinery and International Standard Quality Testing Laboratory (ISQTL) to ensure supplies meet the quality requirements of Tanzania and neighboring countries”, he said, adding: 

“Being an advocate of the BPS initiative, ENOC Africa believes it has what it takes to play an increasingly important role in sustaining Tanzania’s Strategic Petroleum Reserves (SPR) which helps the country during times of supply crises”, he said.  He added that ENOC Africa has the right products and infrastructure to respond to any urgent crisis in fuel shortage situations.

JESHI la polisi mkoani Ruvuma linawashikilia askari wake wawili kwa tuhuma za kumjeruhi kwa kumpiga risasi mwendesha piki piki aliyejulikana kwa jina la Salgo Ndunguru(22) mkazi wa Ruvuma mjini Songea.

 Akizungumza kamanda wa polisi wa mkoa wa Ruvuma Mihayo Msekhela amesema tukio hilo limetokea Agosti 26 mwaka huu majira ya saa 12 jioni katika mtaa wa Mfaranyaki mjini Songea ambapo askari polisi wawili PC Waziri mwenye namba G 5075 na PC Ayoub mwenye namba G 9800 wakiwa doria na piki piki ya polisi yenye namba za usajili PT 1250 CR aina ya Yamaha CC 250 katika eneo hilo la Kombezi walimjeruhi mwendesha piki piki huyo kwa kumpiga risasi.

 Amesema mwendesha piki piki huyo alijeruhiwa kwa kupigwa risasi na askari PC Waziri katika harakati za kuinsuru silaha hiyo iliyokuwa imebebwa na askari mwenzake PC Ayoub ambaye alizingirwa na baadhi ya waendesha piki piki wakiongozwa na mwendesha piki piki aliyejulikans kwa jina moja la Agrey ambaye alidai kuwa yeye ndiye mmiliki wa piki piki iliyokamatwa na askari hao ikiwa imebeba mzigo wa majiko.

 Amesema majeruhi amelazwa katika hospitali ya rufaa ya mkoa wa Ruvuma iliyopo mjini Songea kwa matibabu na hali yake inaendelea vizuri na katika vurugu hizo zilizodumu kwa muda wa nusu saa kabla ya kutulizwa na kikundi cha askari maalumu kilichowahi na kutuliza vurugu hizo kwa kutumia nguvu kidogo hali ikarejea kuwa shwari na hakuna madhara zaidi yaliyojitokeza.

 Aidha kamanda Msikhela amesema uchunguzi zaidi kuhusiana na tukio hilo unaendelea ili kubaini chanzo halisi cha tukio hilo unaendelea na hatua zitachukuliwa dhidi ya wahusika watakaothibitika na ametoa wito kwa waendesha piki piki kuacha tabia ya kushabikia vurugu ambazo hazina tija na kuwa chanzo cha kusababisha migogoro isiyokuwa na maana na kusababisha madhara kwa jamii.

 Amewataka waendesha piki piki kufuata taratibu zilizopo ikiwa ni pamoja na kuwasilisha malalamiko yao kwa viongozi husika kwa kupitia viongozi wao ili yaweze kufanyiwa kazi amewataka wananchi mkoani Ruvuma kuwa watulivu na kuendelea na shughuli zao bila hofu yoyote kwani jeshi la polisi liko imara kulinda mali na maisha yao.

Waziri wa Nishati na Migodi wa Burundi, Mhe. Côme Manirakiza na Ujumbe wake wako katika ziara ya siku tano (24 – 28 Agosti, 2014) hapa nchini kwa lengo la kujifunza namna Sekta za Nishati na Madini zinavyofanya kazi.

Katika ziara yake, Waziri Manirakiza ametembelea Makao Makuu ya Wizara ya Nishati na Madini – Dar es Salaam na kukutana na Wataalamu mbalimbali wa Wizara na Taasisi zilizo chini yake wakiongozwa na Kaimu Kamishna wa Madini, Mhandisi Ally Samaje.

Wakiwa Wizarani, Waziri na Ujumbe wake walipata fursa ya kusikiliza mada zinazohusu Sekta za Nishati na Madini zilizowasilishwa na Wataalamu wa Wizara.

Ujumbe huo pia umepata nafasi kutembelea Taasisi na Mashirika mbalimbali yaliyo chini ya Wizara na yale yenye uhusiano na Wizara ikiwemo Mpango wa Uwazi na Uwajibikaji katika Tasnia ya Uziduaji Tanzania (Tanzania Extractive Industry Transparency Initiative – TEITI), Mradi wa Usimamizi Endelevu wa Rasimali Madini (SMMRP) na Wakala wa Ukaguzi wa Madini Tanzania (TMAA).

M-NET GROWS ITS EAST AFRICAN-FOCUSSED BRAND ON DStv

M-Net has announced that it will be launching a new East African focussed TV brand, Maisha Magic tailored to meet DStv subscriber local viewing needs from Monday 1 September and will be closely followed by Maisha Magic Swahili on September 24. This exciting channel will be screened to Premium, Compact Plus and Compact subscribers on channel 161.

“M-Net has been building steadily on its investment in the East African market, centralized in Kenya but with outreach across the region. We have recognized that whilst the Africa Magic brand has come to represent a powerful philosophy about pan-African cohesion, there is definitely great potential for a customized East African television brand. As such, M-Net put in place a detailed project a few years ago to carefully build its technical, staffing and content capacity so that when Maisha Magic is officially launched, it would be the culmination of all these investments,” says M-Net East Africa Regional Director Michael Ndetei.

He goes on to say, “We have always believed that East African talent, East African stories are as vital and as compelling as those found anywhere else in Africa. This is a fact proven by the success of East African content at the first two Africa Magic Viewers’ Choice Awards. Now with our studio fully functioning, the Africa Magic Original Films Project well underway producing made-for-TV titles and our flagship show Mashariki Mix well established, we are ready to launch Maisha Magic, both the channel and the brand.”  

It will be made up of East African content, though the channel will also include some international programming that have resonance with East African audiences, such as South American telenovelas, dubbed into English.  Ndetei confirms the combination strategy saying, “Our research demonstrated clearly that our audiences want home-grown entertainment, with very specific kinds of international content, so we’re working on getting that balance right to ensure that this is in fact a channel made in East Africa, to meet East African tastes.”

Programming on the Maisha Magic channel will cover multiple genres including sitcoms, telenovelas, reality, drama and music. Highlights to look out for include; Comedy shows Mr & Mrs Singh and Mazagazaga and Comedy Club Uganda hosted by Ann Kansiime; the dramas Rush and The Tendo Sisters; the music shows Wakilisha and Beyond the Beat; the Mexican soaps A Love To Remember and Loving You Is All I Want as well as recent hits such as Kona and Noose of Gold. Notably the channel will screen Original Films from East Africa as part of the Africa Magic Original Films Project. The Maisha Magic channel will also be the home for all daily highlight programs from the up-coming Big Brother Hotshots, plus all the live Sunday eviction shows.

China yaungana na Tanzania kutokomeza uhalifu

Wizara ya Mambo ya Ndani ya Nchi imekabidhiwa msaada wa vifaa vyenye thamani zaidi ya milioni mia moja kutoka kwa Serikali ya Jamhuri ya watu wa China kwa ajili ya matumzi ya ukumbi wa mikutano wa Wizara ya Mambo ya ndani na ukumbi wa mikutano wa Jeshi la Polisi Tanzania.

Msaada huo, ulitokana na Ziara ya Naibu Waziri wa Usalama wa raia wa Jamhuri ya watu China aliyoifanya hapa nchini mwezi mei mwaka jana ambapo aliahidi misaada mbalimbali kwa Wizara ya Mambo ya Ndani ya Nchi na Jeshi la Polisi.

Miongoni mwa vifaa vilivyokabidhiwa na Balozi wa Jamhuri ya watu wa China hapa nchini Mhe. Xu Youqing kwa Naibu Waziri wa Mambo ya ndani ya Nchi Mhe. Pereira Silima ni pamoja na Kompyuta Thelasini (30), Viti tisini na mbili (92), Meza hamsini (50) na PA System kwa ajili ya kumbi mbili za mikutano.

Aidha, Balozi wa Jamhuri ya watu wa China hapa nchini Mhe. Xu Youqing alikabidhi Pikipiki hamsini (50) kwa Jeshi la Polisi ambazo zilipokelewa rasmi na Naibu Waziri wa Mambo ya ndani ya Nchi, Mhe. Pereira Silima. Pikipiki hizo zilitolewa na Makamu wa Rais wa Jamhuri ya watu wa China kwa niaba ya jumuiya ya wafanyabiashara wa kichina walipo Afrika wakati wa ziara yake aliyoifanya hapa nchini mwezi juni mwaka huu.

Kwa upande wake, Waziri wa Mambo ya Ndani ya nchi Mhe. Pereira Silima baada ya kupokea vifaa hivyo, alimshukuru Balozi huyo wa China na Serikali ya Jamhuri ya Watu wa China Pamoja na Wafanyabiashara wa Kichina waliopo Afrika kwa msaada walioutoa kwa Serikali ya Tanzania, na kueleza kuwa vifaa hivyo vyote vitakuwa ni chachu katika kuzuia, kupambana na kukabiliana na uhalifu hapa nchini.

Naye, Naibu Inspekta Jenerali wa Polisi, Abdulrahman Kaniki alisema kuwa mbinu za kutenda uhalifu hubadilika mara kwa mara kulingana na mabadiliko ya kiteknolojia, na katika kukabiliana na mabadiliko hayo Jeshi la Polisi liko kwenye utekelezaji wa Maboresho yaliyojikita katika mihimili mikuu mitatu ambayo ni kulifanya Jeshi kuwa kisasa, lenye weledi na linaloshirikiana na wananchi katika kukabiliana na vitendo vya uhalifu, hivyo vifaa vilivyokabidhiwa vitalisaidia Jeshi la Polisi katika mpango huo unaolenga kuzuia uhalifu.

Katika mazungumzo yao, wamezungumzia ziara ya Mwenyekiti huyo pamoja na ujumbe wake kuitembelea Tanzania, itakayofanyika kuanzi tarehe 16-20 Septemba, ambako anatarajia pamoja na kuonana na baadhi viongozi wa Serikali, watafanya mazungumzo na Shirika la Nyumba la Taifa(NHC) yatakayowezesha kusainiwa makubaliano ya ushirikiano kwenye sekta ya nyumba kati ya mashirika hayo mawili.

Aidha, watapata fursa ya kukitembelea kituo cha uwekezaji - TIC ili kupata taarifa muhimu za uwekezaji.

Aidha, Mhe. Mjenga amemuomba Mwenyekiti huyo kufadhili mkutano wa Uwekezaji kwenye Sekta ya Utalii utakaofanyika Novemba hapa Dubai. Mkutano huo unaandaliwa na Ubalozi Mdogo kwa kushirikiana na Bodi ya Utalii ya Tanzania-TTB pamoja na Wizara ya Maliasili na Utalii.

SERIKALI YAKABIDHIWA MAGARI NA PIKIPIKI KUTOKA SHIRIKA LISILO LA KISERIKALI LA UJERUMANI (GLRA) KWA AJILI YA MPANGO WA TAIFA WA KUDHIBITI UGONJWA WA KIFUA KIKUU NA UKOMA

SERIKALI imepokea msaada wa magari manne na pikipiki 20 zenye thamani ya sh. .261,105,615 kutoka Shirika la Wahisani la Kijerumani linalohudumia Ukoma na Kifua Kikuu (GLRA) kwa ajili ya kusaidia sekta ya afya.

Akipokea msaada huo Waziri wa Afya na Ustawi wa Jamii, Dk. Seif Rashid alisema Tanzania imefikia lengo la kimataifa la kutokomeza ukoma kwa kuwa chini ya mgonjwa mmoja katika watu 10,000 hivyo kufanya ukoma kutokuwa tatizo kubwa la afya nchini.

Alisema pamoja na kupokea msaada huo bado kumekuwa na changamoto ikiwemo za ukosefu wa magari na pikipiki kwa mikoa na wilaya mpya ambapo Serikali kupitia mpango huo unafanya jitihada za kupata vyombo vya usafiri katika mikoa hiyo.

Alisema vyombo hivyo vya usafiri vitapelekwa katika mikoa ya Kigoma, Tanga, Halmashauri za Ilala na Kinondoni ambapo aliomba  vitumika vizuri kulingana na malengo yaliyokusudiwa.

"Napenda kuuwaasa waganga wakuu wa mikoa na wilaya kusimamia kikamilifu matumizi ya vyombo hivi vya usafiri kwa kuhakikisha wale wote watakaokabidhiwa wanavilinda kwa kuvitumia vizuri kulingana na malengo yaliyokusudiwa na kwa kufuata taratibu za serikali na si vinginevyo," alionya.

Dk. Rashid alitoa wito kwa Halmashauri zote nchini kuangalia namna ya kuchangia gharama za matengenezo ya vyombo hivyo ili kuziba pengo la kupungua kwa misaada inayotolewa na wahisani.
